Describe the bug -refresh negotiations page "http://localhost:8080/negotiations/5b7762d7-b34f-42f1-9f91-b5dffb043e66/ROLE_RESEARCHER" when user upload attachment -display notification that attachment is uploaded -display notification with error detail if upload is not successful -remove download or implement that functionality
