[V2] - Send automated registration requests for not reachable collections #178

Verification required - issue still open in V2:

Description

To solve the problem of non reachable collections in the Negotiator we need to notify BBs and NNs about them. How to reproduce

Create a query for NL collections in the directory Submit test request What happens

The researcher sees a list of not reachable collections and a ticket is created. What should happen

The BBs and NNs receive an email that they have an X number of requests for these not reachable collections and they should register.
