[FEATURE] Disable messaging for requests under review. #234

Brief description. As long as the request is under review the messaging is disabled. But you still can fill out the message text, select recipients and upload attachments. Only the message button is disabled, see the attached screenshot.

Desired functionality acceptance criteria The input fields should be disabled as well as the message button.
