Improve freq. fit in RamseyCal #178

Fitting to two frequencies when it's not appropriate gives the wrong frequency estimate and leads the calibrations astray. Need a better way for the fit to recognize if there are 1 or 2 freqs. See https://github.com/BBN-Q/Qlab.jl/pull/13
