Adds an OAS3 validator based on stoplight/spectral.
The docker image download validation rules from https://github.com/teamdigitale/api-oas-checker

@hhurtado is there a way to install this local image with acp ?

Yes, as soon as I merge your PR the generation process will upload your image to the registry and you'll be able to use it with acp.
