The replaced package (polymer-project-builder, published as @wctools/polymer-project-builder) uses a fork of polymer-build, published as @wctools/build-polymer with a Babel plugin to transform top level block scopes to IIFE.

We (@BBVAEngineering/web-components) have access to the repositories.
