Additional Civilian engines #144

This pull request adds new Civilian engine effects for HF and FR ships. The HF effect is now used by the Falcon and Eagle. Additionally, a small RFC is included regarding the addition of the gf_ci_smallengine01_playtrail effect for the Civilian LF ships, which apparently has been in the original game files all along @Drakohen.

I'll do some testing both in SP and MP then let you know my findings. If any.
