Check for possibility of adding regeneratable NPC shields as option #182

Currently the NPCs in vanilla Freelancer have shields that do not regenerate (or only at a very low rate). For an extra challenge, it might be nice to add an option that ensures NPCs use shields that do properly regenerate. However, it's not certain whether this is compatible with vanilla servers (e.g. crashes or bugs may occur). So this needs to be checked first before updating the shields.

This can be done by adjusting loadouts.ini so NPCs don't use the npc_ variant of their shields, The file is loaded serverside: we did this back in the day for the Vanguard Freelancer vanilla server, so it's definitely not a breaking change.

The new loadouts.ini file has been added. Now an option needs to be added to the installer.
