Add billboards in the asteroids surrounding Kyoto directly #193

By adding billboards to the nebula exclusion of Kyoto it adds the illusion of a more dense asteroid field around it. The reason why I did this is because the standard fill distance of the asteroids in that big nebula exclusion makes it look so like there is a lot of emptiness around the base otherwise.

I missed out to keep the asteroids within the zone. Now it should be as intended.

This looks a lot better. Have you found any other nebula and asteroid exclusion zones that could use billboards like these?

No, only this one so far. Usually the asteroids stop before the nebula.
