Add HQ Sound Effects from FL Beta #220

I went through the Beta sound effect files, comparing file by file with the retail counterpart. The Beta files sounded better as they were compressed even further for the retail CD-ROM release Others that didn't match or sounded worse, were left unchanged. This should give a nice boost in clarity overall.

Thank you for the pull request! Might be a while before I've reviewed the whole thing because it obviously involves a lot of new files.

By the way, have you also considered comparing the dialogue files from the UTFs in DATA/AUDIO to the Beta counterparts? Because I know for a fact that the Beta has higher quality story dialogues for Trent, Juni, and many other characters. This'll probably take a lot of time given how many dialogues there are, so I'll let you decide whether you want to give it a go. If you need help opening the UTF files, message me on Discord.

@shtaraen Is the pull request ready to be reviewed? I noticed that you have a todo file which says that RTC hasn't been done yet. Is this something you still want to have a look at for this pull request?

TLDR, no. Sadly I didn't get much further with this endeavor due to personal time constraints, as well as the scope of the task at hand. In comparing both sets of files from final and beta, I discovered grave differences that make a simple replacement impossible. Some files are totally different in length and content. Especially the looping sounds don't loop very well, producing audible clicks. And I haven't even started on the mission dialogue. I think at this point it would be a better option to batch-upscale the audio using AI rather than this.
