Members able to suggest sessions

Permit a way for members to suggest to their group contact workshops for them to join.

We discussed various options and semantics but decided this would be best:

• Have a read only link (with a randomly generated 'auth' key) that can be sent to members. This would display in a simple way their workshop schedule.
• When browsing the /workshops area while not logged in instead of presenting a user selector offer a text box for an email. (Members will need to have a registered email.)
• Have a "pending" entry in Members for workshops they've expressed interest in joining. (This would NOT enter them into it).
• When a suggestion is made the primary contact could "approve" these suggestions if the workshop still has room.

Remaining questions:

• Should we notify the member via email (if entered) that they can do this?
• Should we notify the chaperone via email if a member does do this?

Concerns:

• We only get 10k free emails a month, this may push us over that for heavy months like Mar/Feb.

I think we should email members because:

1. I don't think many primary contacts will inform them otherwise.
2. I don't think if they do that they will communicate the process as well as we could.
