Add notification emails using the "MCMS Messaging" system #15

We have access to a new email notification system called "MCMS". It is a general-purpose email notification system which can be triggered using simple HTTP requests.

Add a notification email step that gets run after all analysis pipelines have completed for a sequencing run.
