Update to ncov-tools v.1.4 #22

A new version (v1.4) of ncov-tools has recently been released.

That release incorporates a mechanism for detection of 'variants of concern' using ncov-watch and also updates the summary reports that are generated to include information on variants-of-concern.

Update this pipeline to use ncov-tools v1.4
