new support for filters for 28ID

Need ophyd-style support for the X-ray filters used by the SSM group (previously used at 33ID-D) for use at 28ID.

The .db files (synApps_6_2_1/support/optics-R2-13-5/opticsApp/Db/).

There are 4 filter*.db files here. We only used two, filterBladeNoSensor.db and filterDrive.db, as we loaded them from a local directory.

And the ui files can be found in the folder: synApps_6_2_1/support/optics-R2-13-5/opticsApp/op/ui/autoconvert. We use filter_16_0_more.ui most of the time.
