install.md document in root directory #108

The install.md document in the repository root directory is probably out of date. The blueskyStarter.sh script makes some (most? all?) of these instructions unnecessary.

Review and determine if any of the content useful. If content should remain, it should move (from the root directory) into the documentation tree.

Note #107 & #137 will be handled separately.

All the content in install.md exists or is not important to describe here (such as how to start the EPICS IOCs in docker).
