Bluesky tutorials run online in binder

Need to have EPICS IOCs. That may be possible using prjemian/synapps images (that's what CI uses).

Don't know if colab can run docker, but it looks as if a paid license will be necessary.

Can binder start a docker image?

This is not required for the v1.0.0 release. Removing from milestone.
