APS-U is in progress. Continue with pattern of cycle-based environments for APS.

CI failures such as this indicate a need to pin the queueserver version, when the group name changed from admin to primary.

Lots of files touched by changing the name of the environment from bluesky_2023_2 to bluesky_2023_3.
