refactor to use copier template #317

A new way of setting up a user account to run bluesky has been deployed at the APS XPCS instrument. Refactor this repository to demonstrate how to do that for any beamline and to use it in the various documentation examples and unit testing.

The present documentation (et al.) uses new_bluesky_instrument.py to install an edited version of the ./bluesky directory here. That will change to use the new template.
