Re-organize documents & directories

The locations of documents, lessons, instrument template, environments has become confusing (evidence).

While preserving the location of the /bluesky directory for both training purposes and a template for beam line operations, re-arrange the location of the various documentation and lessons, including the installation instructions for a new bluesky instrument package.
