registers IOC not starting #25

This is checked for and started during instrument package startup. But it does not stay running.

Is the in_screen.sh shell script terminated too quickly? Add a sleep to allow the screen process to start.

These registers are not used in the current instrument setup. Remove the starter code from the instrument and defer this until the registers become part of the supplied Docker image for the synApps xxx IOC.
