remove content in python_installation directory #107

Its README states it will be removed in 2021-05 (in favor of /install). Move all content in python_installation into a new for_deletion directory so any referenced content will not be found. If needed, content can be accessed and the resources can be identified for refactoring.

Delete this directory any time after 2021-10-01.
