Common registry namespace images on OCP4 now managed by individual teams (except Patroni) #49

In OCP4, it is up to the individual teams to build and manage their base product images. (i.e. Caddy, s2i, Jenkins etc.)

The Platform team has setup the Patroni V12 image, but are not planning on including any further images; this is to ensure that individual teams are managing their own images. Given the amount of variety, it would be too difficult for the platform team to maintain all the different images teams are asking for.
