Describe the issue OCP4.6 allows developers to set up custom prometheus scraping endpoints and custom alerts to be shown in their dashboard via user-defined monitoring. We need to enable the feature.

Created a case with Red Hat to ask

Will I need to tune the AlertManager config to ensure user-defined alerts do not get sent to on-call?
Will users have a way to define their own receivers for their alerts?
