FTP backup support #9

For context, this change is to enable the support for sending the backups off-site to a remote server using FTPS.

As part of disaster recovery planning and risk mitigation, our operations team would like to see off-site (out of OpenShift) backups available. This change supports that requirement.

Thanks @BcGovBrian. I figured as much when I first saw the PR. I've had a quick look at it. I want to have a closer look at the changes before I merge. Hoping to do that all later today.
