Upgrade base image to V13. #93

This PR is very similar to https://github.com/BCDevOps/backup-container/pull/62/files

Upgrade to V13 because we use V13 for our project in OCP.

I haven't tested with V12 however, having an upgrade to match version seems more reliable.

Tested on a PostgreSQL 12 database; backup, verification, and restore.
