Cost Management Operator stuck upgrading | SPIKE #1091

Describe the issue Matt asked us to upgrade the Koku operator to 0.9.6 in the Beta channel. Upon investigation it appears the operator should be auto-updating but had become stuck.

Additional context

Definition of done Operator upgraded to 0.9.6 in all clusters

Matt determined this was a known issue and gave steps to correct. Along with https://github.com/bcgov-c/platform-gitops-gen/pull/123 to switch to the Beta channel.
