OCP4 KLAB2 - Setup namespace access for license plate 5115cc on KLAB2

Describe the issue Since KLAB2 is not integrated with the Project Registry (multi-cluster support is still a work in progress), stakeholders with privileged access to KLAB2 will need to manually create the required namespaces and admin user access/quotas.

I can confirm I have access to KLab2 now.  Do you know if the following namespaces have been created?  I do not see them (could be permission issues):

5115cc-tools
5115cc-dev
5115cc-test
5115cc-prod

Definition of done

• [x] Run required commands to create namespaces
• [x] Annotate namespaces to match info in SILVER cluster.
• [x] Setup admin access to the namespaces so additional users can be added.
• [x] Apply suitable YAML to update quotas.
