Emerald/Protected C discussions with MISOs

As we roll out our Emerald cluster, recommendations have been made as part of the STRA on storage of Protected C data. In order to get teams to leverage this capability appropriately, MISOs need to be aware of how to work with teams to achieve a collective acceptance of what is appropriate.
