Ministry project view access for SDPR/MCF

Describe the issue Some members of the SDPR/MCF information management/systems branch would like access to view OpenShift projects and Kibana.

Additional context A GitHub repo has been created for each of these ministries for the management of the access lists. A CCM role 'ministry-viewer' has been added to create the supporting resources to automate the maintenance the associated RoleBindings.

How does this benefit the users of our platform? Provides Ministry specialists with visibility over products under their responsibility
