Inactive user pruning in RocketChat

As the Platform Services team member I would like to know how many active vs inactive users there are in Rocketchat production instance and delete inactive user account on a periodic basis to keep licensing cost low. A user is considered "active" if they logged into the RocketChat in the past 6 months.

Definition of Done:

• [ ] Develop and run a query to show the number of active users, inactive users and total number of users in RC PROD.
• [ ] Create a push notification to publish the stats in RC #devops-operation channel
• [ ] Develop an automation playbook that would run every month and delete inactive user accounts from RC PROD instance.
