Templates and playbooks for db.

Add oc templates for db-secret, db-deploy, backup container and basic knp to make these work.
Add ansible playbooks to deploy db side of things in each env.
- Manually run on local machine for now, but the goal is to integrate them with future pipeline.

Initial argo workflows setup.

Install it in tools namespace and grant workflow-creator service account access on tools, dev and test namespace.
Basic workflows definitions.
- pulling code from the remote repo >> do some stuff...

Some verbal comments from @j-pye :

instead of using oc, use ansible k8s module + jinja2 for improvements
- instead of creating / applying resources, use strategic patching via k8s module
improvements can be done iteratively / incrementally following the ocp4 migration
