Setup Github Actions for Building SecOps Operator

In a previous meeting the team discussed setting up github actions to build and push our secops operator to artifactory.

Acceptance Criteria

• [x] Github Actions used to selectively build secops operator

Moving back to in-progress to fix a bug where the artifactory image isn't automatically imported into the devops-security-tools namespace.
