Added try/except service call error handling for brake service #82

To test:

  1. Start simulation
  2. roslaunch ./launch/scoot.launch "ROS_NAMESPACE:=scout_1" "search:=searchRandomWalk"
  3. Open a new terminal for tail -f /tmp/srcp2/*/* to watch brake messages - keep an eye on errors in this terminal and the roslaunch terminal, error messages indicate that the service was not called successfully the first time
