Submit package to Packagist #11

Submitting a package is quite easy and makes it easier to install using Composer.

I'm not certain this is up to Packagist quality yet. It's still very localized (as your language pr demonstrates–thanks!), isn't rigorously tested, and needs some general improvement.

I promise Packagist is in its future.

As long as it's usable by someone else than yourself (it is :)), I don't really see a reason not to add it. If you'd like to warn users about the state of the package, isn't it better to make an explicit warning in the readme than trying to hide the package away? The 0.x version number should also give users a hint that "anything may change anytime" :)
