Make parameters the same row order as OSPREY (if not already doing that).

Sorry, clarifying this is a parameter order issue, not adding units which is #21

The order in Frictionlessdata is dictated by the order of columns in the file, let discuss before tackling this

Do we want to put that on a meeting again to hash that out @ashepherd? I think in OSPREY and data viewer it would be good to be consistent between the two, and it makes most sense to be the column order in the file itself. I think there were few cases out there where someone put it in alphabetical in OSPREY but I don't think that will be a problem if the data viewer has info by column order in the file.

There are cases in OSPREY where we want the column file order but some stray column info is at the end of the list instead. I know I have done that myself when I needed to add info for a column I had forgotten in the original param info upload or if new columns were added. Since you can't change param order in OSPREY after you upload them, the new column info got tacked onto the end of the list which isn't great but it didn't seem worth the work of removing all the param info, reorganizing and reuploading.
