Point of need data reuse information near data download button #24

Could add data license information | data citation information | data reuse information near the data download button. This would allow users to understand the compliance side of "how can I reuse this data?" at the point of download.

And a reminder, I mentioned before I think we should consider how confusing it will be if we put out two separate csv products.

I don't know if everyone understands the changes ERDDAP makes so this breaks down at least a few we really need to be careful not to confuse people with two different formats of a dataset as csv. https://github.com/BCODMO/Frictionless-Data-Package-Inspector/issues/27
