Special topics process/models needs modification #341

Original report by Katelyn Adams (Bitbucket: paesh1997, GitHub: paesh1997).

PC= program chair, DC = division chair

The process:
1) PC’s submit ST course
2) DC’s approve them by editing them/discussing with PC’s. In reality, DC’s don’t do much of anything here
3) PC’s WERE supposed to fill in all the ST fields. Scott Steele wants to go back to the paper form for this. I know… this means

(new issue) we need to hide all the ST related fields (pre-reqs, etc.) and make sure they can all be null. The only fields they really need are Prefix, Number, and Title.

4) Admins review the (soon-to-be) paper form describing the ST course, and approve them
5) Rarely they get rejected or deleted. The reasons would be the course got cancelled, or the PC refused to do the paperwork (???) and the admins had no choice but to get rid of it.
6) Once approved, it goes into banner with all the other courses.

Re: Save/Submit, the intent there was to be able to go back to the form later and fill in all the details (pre-reqs, etc). Submit was a formal “I’m done” marking

In the admin interface for Special Topics, you’ll see there’s four tabs: Incomplete, Submitted, Approved, Denied.
