Crosslisted special topics courses go in, but the crosslisting isn’t showing in the courses table after submit. It may reappear after approval.

This issue was partly solved by adding line 46-49 in app/logic/courseLogic.py which appends special topic courses (submitted, not approved) that are crosslisted to the course_to_crosslisted. This makes the Verify checkbox in the course table in the web browser, but doesn't show the course that it is crosslisted with.
