Currently, the language for adding a volunteer to an event is always "Add Volunteer" but when the event has not yet happened, it would make more sense if the language was more like "Add RSVP" since we are RSVPing them to the event, not adding them as a participant. We should also change the submit button on the Add Volunteer modal regardless from "Add/RSVP Participant" to "Add/RSVP Volunteer" to keep our language consistent.
This has resulted in a lot of attending volunteers being marked as RSVP because they were added in the few minutes before the event started.
