Indicate on the CCE Minor Progress table that a student has completed all requirements #1149

We should be able to see on the CCE Minor Progress table in Minor Management whether a student has completed all requirements. There is some flexibility to how we could do this. Either by adding an icon/flag similar to #1141 or by creating a new column.

I believe this was resolved in PR #1284
