Adding job descriptions to LSF #292

We need to add the job descriptions to the LSF models along with some ways to manage and view them that include:

  1. Making each job description editable by admins and supervisors
  2. Show the job description when a labor status form is being completed

Number 2 for this issue is not completed but a separate issue for it is made here Issue #325
