Issues with dates #96

After update on a World Bank project, the "agreement sign date" is showing as 01/01/1777.

This is the project URL on the live AIMS: http://aims.erd.gov.bd/AIMS/ProjectInfo/Details/1374

Process:

if there is already an agreement sign date, never update with IATI data
if there is no agreement sign date, then use the activity "start date" from IATI data.

It appears that the other activity dates are also not being updated, though they are available in the data - see here: http://datastore.iatistandard.org/api/1/access/activity.xml?iati-identifier=44000-P089382
