Update upload/download SOP for clients #217

@hannes-ucsc is working on an improved download experience. Update the SOP accordingly. See https://docs.google.com/document/d/1lBrgVzkP1iUe5YY0gJPUS2bCLsMBK3y2Kv2BgdLHxUk/edit It looks like there is only an upload SOP, we need a download SOP that uses AWS accounts (rather than public URLs which present a security risk/expense for us).

This is great, we're finally tracking this stuff.

needs work is typically only used to mark PRs that, well, need work before they can be merged.

See related bug that's more general SOP for production. I think this is a duplicate but I'll leave it for the technical side that @hannes-ucsc can document to hand off to the production team to add to the general SOP: https://github.com/BD2KGenomics/core-operations/issues/24

Might be obsoleted by ICGC storage system before I get to this ticket.
