Extend the range of compliance settings to add:
test_on_symptoms_compliance test_on_traced_symptoms_compliance test_on_traced_positive_compliance quarantine_compliance_positive
Given an individual a single compliance factor which is used for all checks on compliance (prevent problem of everyone complying eventually)
Add new test for initial quarantine only after a positive test of an index case and extend other tests to test new compliance rates
