Can we add a new prior to the BEAST model for a "cloud" at a specified distance? A step function in distance vs. Av would be an excellent start. @christinawlindberg @karllark

Yes we can. And a great idea. Will need this for the MegaBEAST of course as well.

I think if we also implement this for R(V) and f_A, we can simulate/model a cloud of dust that has a different R(V) and f_A. I feel like this might be pretty straightforward to setup.
