I'm just trying to publish a map and i've never seen this ERROR 44 before

I've skimmed the log from top to bottom and there doesn't seem to be anything weird going on. For all the log says, the level got pretty much ready to publish. Try using the command con_logfile custom_log_name_here.txt and try publishing again. If/when it fails, try to locate that log file in your Portal 2 installation folder. I suspect this is a networking error, but I have nothing to support this hypothesis.

Not sure what the problem is here, probably not something caused by BEE.
