public features must be accessible even without registered users - Fail #404

Step 1 Pass

Login in as a user

Step 2 Pass

open feature permissions page

Step 3 Pass

click checkbox next to the feature like "Search"

Step 4 Fail

log off user

Search does not appear but it is set to public
