Is settings pvp not work! #1655

Describe the bug

When you activate PVP mode on is settings the pvp isn't work on island

Additional Information

Vanilla files. Test server with default config.

Dear developer, if you carefully watch the video, I wrote that it is a server created from scratch at that moment with everything in default. This includes the world. Therefore, it is impossible for you to mark me for missing information, as if you test it, the PvP will not work anywhere if you activate it from the /is settings. I kindly ask you to carefully watch the video.
