ToHit hook provides CtH value that's already capped, so fixing this will require re-creating the whole formula from scratch. I don't feel so adventurous at the moment.
Rewriting the tohit chance would allow making darkness penalties balanced as well as giving tohit bonuses and penalties to specific weapons. It also allows the possibility of multiple weapon perks that involve tohit chance modifiers, such as night-sight and long-range at the same time for example.
Perhaps one day when you have the time. :)
Enemies get no penalties for darkness, that's unfair. Need to see what can be done, and don't forget to account for Night Sight weapon perk.
