Auto cursor resets to the 'Movement' cursor with sfall v4.2.9

sfall: v4.2.9 RPU: v18 fo2tweaks: v12.4

Works with sfall v4.2.8

Исправлена функция скрипта "obj_under_cursor", которая теперь возвращает 0, если курсор мышки находится в режиме передвижения.
